1998 Toyota Corolla Two Wheel Drive Automatic

We bought this car recently and don't know how to reactivate the car alarm. It has a solid red light and know the alarm does not work. We were only given a key when purchased and don't know if this can be reactivated or do we have to buy a new alarm.
