Computer problem
1998 Pontiac Sunfire 4 cyl Front Wheel Drive Automatic 150000 miles

I need to get my car inspected and the check engine light is on. I decided to plug it in and see what was wrong because I had the oppurtunity to do it for free, that way I don't get declined for inspection because the check engine light is on and have to pay for the visit to the garage. When I did so, the OBD2 thing didn't even come on. So I'm assuming, there is a bad connection or short between the OBD2 plug-in and the ecm. I'd like to know if this is the case. The car runs, it take about 2-4 seconds to start sometimes though. That is another question I have, why it does that. And most importantly, is the ECM in front of the front-passenger side tire. I think it is because there is a silver box that says Delco Electronics on it and it is attached to something with fuel lines on it. Please help me understand this. Inspection runs out this month. lol. Thanks.
