Brakes problem

My breaks grab when I first start to drive after the car has been sitting awhile when they are wet or even if is a humid day. Even worse, the rear breaks will freeze up in the winter and one of the wheels will not turn. Mr. Britt has looked at the breaks and says the pads look fine. These are the original pads. This is a problem especially in the winter when I get stranded in the cold because the car won't rolll when I want it to. HELP! Do I need my breks pads replaced anyway even though they look good or is it something else? I need to get this fixed before another winter.
