1998 Lincoln Town Car V8 Two Wheel Drive Automatic 105000 miles

My track active light comes on when im driving 60mph, the track active light comes on and slows the car down to about 30mph, then goes off after i break or stop. What is this all about?

We are having the same exact problem, and it also started around the time we hit 100,000 miles on the odometer! Only difference is our Town Car is a 1999. We must always disable the Trac Action BEFORE putting the car in gear after we start it up, or else the Trac Action slows our speed when we go over 40mph, and we can hear the brakes grinding. We took the car to 3 different service centers, and they could not get any code to read out on it, yet we got 3 different answers on how to "fix" it --one center said they had to drop the engine to get to it, another said they had to drop the transmission to get to it, and another said they had no clue how to fix it at all. So, for past 5 months, we've just been disabling it with no problems.
