Suspension problem

Issue 1
The air ride suspension is not leveling. The pump is working and the front shocks & rear bags are coming up. But the right side pumps up 2" higher than the left. You can see this when looking at the car in the drive and notice this lean when driving. I measured on a level garage floor to the same spot on each fender to confirm my issue. This is all the time and has been like this for quite some time.
Issue 2
In real cold weather it wiil sometimes pump it self up in the rear to highest possible piont but this is very intermitten. You may drive 100 miles before it will do this or just a few or it may not do it at all. Just stared with these problem.
How would one get started with the trouble shooting process?
