Engine Performance problem
1998 Ford Contour 4 cyl Two Wheel Drive Automatic 150000 miles

My brother has this 98 ford contour with 150,000 miles on it. He bought some stuff from the dollar store that cleans the garbage from the gas line. He didn't fill the car up, he only put in $10.00 worth(little over 2 gallons). Yesterday he was driving and it won't go over 45 mph. Now today, it was hard to start and the motor was moving very hard. We went and got a new fuel filter for it. We put it in and drove to the gas station to 6 gallons of gas. Since putting the new filter, it starts better but it won't go over 16mph and it dies when changing into drive or reverse. I start it in neutral and change to drive over quickly before it dies.Please help!
