1998 Dodge Stratus recharge kit won't work

Air Conditioning problem
1998 Dodge Stratus 6 cyl Two Wheel Drive Automatic 165,00 miles

I have tried to recharge the air coolant but it does not want to go in, acts like there is a block. The air conditioner still blows out hot air. Had vehicle in shop last summer, recharged the coolant at that time and it worked but this summer it does not work again. The shop did not find a leak the last time they charged it and put the dye in to test for a leak. Any suggestions.

Does the A/C Compressor Engage? If not and there is still enough pressure in the system it will not take the addition freon.

If A/C Clutch is not Cycling it could be a relay or Cycling Switch.
