Engine Cooling problem
1998 Cadillac El Dorado V8 Front Wheel Drive Automatic 149000 miles

All started with a leak in upper radiator hose.
I replaced the upper hose AND the lower hose.
Then found out the water pump tensioner was shot.
Replaced the tensioner AND belt AND water pump
and water pump bypass hose.
Still overheats. So I replaced the thermostat.
That seemed to work until I went on the highway and then the temp guage went past the one o'clock point.
Right now the system is filled only with tap water.
No Dexcool coolant as I went through 2 bottles @ $14 and wanted to try the system before adding Dexcool.
Could problem be the cooling fan(s)??
Where is the drain plug to drain the water from the radiator?
Could the problem now be the water with no coolant?
