1998 Buick Skylark

My car was having problems with turning the key and turning over, so my mechanic said I needed a new steering coloum. So after he puts another one on and it starts, it keeps cuting back off. He said that the anti-theft is doing that and he needs to figure out to fix that. What is he suppose to do?
