1998 Acura RL Cigarette Lighter

Electrical problem
1998 Acura RL 6 cyl Two Wheel Drive Automatic 105000 miles

I dont know whats wrong with it. It simply does not work. It uses to be very flaky, sometimes it would work and then sometimes it wont, then I thought it was the prongs inside and I tried to pull them out a little bit. Since then it does not work at all. I could have shortened it. Is there a separate fuse for the lighter, I saw something about relay, Suggest something please.

Check fuse no.4 Acc 10amp under dash fuse/relay box. lighter relay see below
