Steering problem

I was just wondering why I am able to lift my steering wheel up off of the steering column. I can hear a bolt or bearing or something like that rolling around inside of the steering wheel, and it rolls back and forth whenever I turn corners. If I pull up on the bottom of my steering wheel I can see the steering column and the plastic piece where the wires for the horn and blinkers are, and I know that I shouldn't be able to do that. How much does it ususally cost to repair?
