1997 Plymouth Breeze Two Wheel Drive Automatic

When you go to fill the gas tank, you can only pump about a dollar into it, and then the gas pump shuts off, and fuel spits out due to the back pressure created. Only way to fill this car up is if you control the pump handle and fill the car, it seems, drop by drop.

Does the fuel tank attach itself to the fill tube with a rubber hose, and could that hose be collapsed inside? Also there are two vent holes above the fill hole, do these vents attach to the fill tube before the rubber hose, that I suspect is collapsed? Or is there somthing else that could cause a blockage?
