Engine Performance problem

Vehicle idles great but after running in traffic a short period it looses power and RPM will not go above 1500. If you turn off the engine and restart it idles fine but the stalling condition return after driving a short distance. The ECM indicated a coolant temperature sensor problem and both were replaced but the condition continues as before. The fuel filter has also been replaced. What could the problem be??
