Engine Performance problem

my car won't hardly pull it's self on level ground. All the plugs and wires are working properly but when you pull the wires off cylinders 1&2 it seems to make no difference in the way it runs. When you pull the wires off 3&4 it dies almost imediately. You can see it arcing when you pull wires off the top of the distributor on all four cylinders. I took the valve cover thinking the valves weren't opening and closing properly but they were fine. I also checked the timing and it was good. Any sugestions?
