Engine Cooling problem

My car has recently suffered from numerous problems. One was a radiator res. tank. I thought that replacing the tank would fix my over heating problem. Infact the problem worsened but is acting different. I can not find a verifiable leak but I do have an excess of white exhaust. My oil seems to be normal and I do not notice air bubbles in my reservoir tank. I thought it may be a thermostat issue but when I checked it it is in fine working condition and after replacing the gasket and reinstalling the old thermostat it now fluctuates between hot and cold, not at all in relation to the actual fluid level. And again, no visible leak. The car also shutters and dies as if it is not getting enough fuel from time to time (usually the right after I start it)...also becoming more and more frequent. My check engine light is on and failed emitions(sp?) testing due to a message of "displaced cam shaft". I get a fuel smell from time to time too...Also there is a whistling/whining noise ever since I replaced the reservoir tank...perhaps thats the cap? Please help!!!
