Brakes problem
1997 Mazda Protege 4 cyl Front Wheel Drive Manual 105780 miles

After replacing my wheel cyllinder and break shoes, i attempted to put on the new drum on the rear driver side. I adjusted the shoes as closely together as possible but my new drums are still fitting to tightly on the shoes to the point where the drums are unable to spin at all. I've adjusted the emergency break cable as far as possible and still get no relief on the drum. what could my problem be?
