Air Conditioning problem

I am trying to figure out why this car is not blowing cold. The compressor would not turn on, all though the pressure in the system was good. I checked the air condition shut off relay, and it was not finishing the circuit. When jumping the relay I could get the air compressor to kick on. The running psi is 45(100+ degress outside), but the air coming out of the vents is still hot.

What do you suggest? I dont want to replace the compressor unless I know its bad. Do you have any other suggestions? Why isnt the relay finishing the circuit? Why when the compressor is running the car will not cool?
