1997 Honda Accord Electrical Issues on several items sudden

Electrical problem
1997 Honda Accord Two Wheel Drive Manual 174000 miles

My windshield wiper fluid dispenser didn't work since I bought the car a few months ago. Suddenly yesterday, in very cold conditions, the dispenser started working and would not turn off! Now today, I am seeing several electrical issues, such as the brake lights not turning off even with the vehicle turned off. Where should I start?

It often points to the alternator. I would have it tested. The brake light issue might be the switch at the brake pedal.
