Engine Performance problem

why does my 1997 Ford Contour 4 Dr GL Sedan want to stall out when i turn my ac or heat on? Most of the time it does this is when i am about to go after stoping for a light or backing up with ac or heat on, but it is fine when i am moving good like on the high way. If this helps i've already had a new timing belt put on and the spark plugs were changed. Some one told me it could be a o2 sensor, but i have no clue what that is? some help please?!?! :-/
