Electrical problem

My right turn signal was blinking fast. I changed the light bulb in the back did not help. I changed the bulbs in the front and this did not help. I changed all the sockets from the right side to the left side and this did not make a difference. Left side was working fine and right side still blinking fast. When I turn my right turn signal on slowly there sometimes is a buzzing sound coming from a relay next to the fuse center. It doesn't do it when turning on the left turn signal. The right turns signals blink but they blink fast.
