Electrical problem

I first purchased The 97 Town and Country Nov, 2007, by January, my car wouldn't start sometimes, but shortly after I replaced the better. I would take the theft chip out, and than it will start back. After always beating on the dashboard, the car would crank, and the gauges would move. Now it just didn't start. Also about 7/7/08. MY speeddometer needle came off. NOW THE CAR WILL NOT START. I took it to a mechnaic and they are cliaming it will cost $350.00 to fix the dash cluster or instrument cluster, because the car will not start without it, or that is the reading there diagnotic is reading. Also i have to find a cluster with the same mileage on my vehicle is that true?
