Engine Cooling problem

is there a drain valve on the rediator or do i take the bottom rediator hose loose. if i take the hose loose will it drain the block and heater and the whole cooling system . also how can i be sure that i entirely refill the system to avoid other problems . will this effect the transmission cooling lines , or are they going to be effected.
