1996 Volkswagen Jetta Relay Fuses

Electrical problem
1996 Volkswagen Jetta 4 cyl Front Wheel Drive Automatic 100300 miles

Hello, I'm having this confusing problem when my horn fuse is out I dont get A/C nor do I get any head lights. And my indicating lights relay fuses blows regularly and also when turning on my low beam lights my horn fuse blows always. Is this a case of a bad short circuit box panel?

Yes, I would check the main fuse box for shorts.

Thats nuts. I have a Passat now but I hand a 1996 Jetta for a few years and I had start the car with the door open or the horn would go nuts and wouldn't stop.
Now I can't get my Passat horn to work.
