Engine Mechanical problem

When trying to start my car, it makes a clicking sound and doesn't turn over. the battery appears to be working as all the lights come on and the windows roll down. Last ltime I had this issue the mechanic said it was the starter and I had a brand new one put in. This was less than 6 months ago so I shouldn't need a new starter. Can you give me an idea of what else could be wrong?
