Transmission problem

there is a squeal/screech sound right before the trans shifts to the next gear. It happens in all gears. It is worse/louder if the A/C is on. It happens mostly under hard acceleration and when using passing gear. The trans has been rebuilt recently and they added a separate trans cooler ( I was told that the radiator trans cooler might not be cooling the trans enough). This sound was present before the original trans failed. It was not there right after the trans was fixed but within 2 weeks the sound was back. Is a trans problem or possibly something else, such as belt tensioner or A/C compressor problem? any suggestions?
