1996 Mitsubishi Eclipse 4 cyl Front Wheel Drive Manual 180000 miles

i have a 96 eclipse turbo it ran fine same day it wont turn over i cant hear the fuel pump i tested the fuel pump and it shot fuel the whole way across the driveway i installed two new relays fuel pump relay and the the asd relay i cant find the ecm is this the problem and were is it located because its not under the hood thats were the none turbo ecm is and my haynes book is junk it says its under the left side of the dash

The ECM is under the centre of dash, lower portion behind the radio.
