Computer problem
1996 Ford F250 V8 Four Wheel Drive Automatic 67500 miles

Dear Sirs,
I have a EXCELLENT 1996 F250 4WD H/D (Over 8500 GVW) with auto trans E4OD & 351W Engine all in near mint condition (it belonged to my father, who passed away 2 years ago, but maintained this truck obsessively) with ONLY 67500 MILES! But I know have a problem that has myself with approx. 20+ yrs of Ford tech experience that has me totally baffled & lost. (Remember, this is a OBD-I series EEC-IV ECM/PCM set up). Truck Starts perfectly fine, but when I rev the engine to approx 2500-3000 RPMS (truck has no factory tach) IT DIES. (Fuel pressure & regulator are perfectly in spec) I have made sure the intial timing is set correctly @ 10 degrees BTDC WITH the SPOUT REMOVED. When I replace the Spout connector the base timing is 'bouncing' up to 8 degrees, & has so much spark scatter while revving till it quits, I cannot see what the timing is at before it dies at approx 2500-3000RPM EEC should only retard it bya couple of degrees static, not bouncing. Here is the REAL STRANGE PART, if I remove the Spout connector it will rev to the factory rev limiter (approx 6200 rpm) with NO problem, ONLY I am NOT getting ANY TIMING advance w/o the Spout installed. I have done the KOEO & KOER EEC-IV Test & KEEP getting CODE 211 (PIP FAILURE) I have REPLACED with the correct TFI Module (its the black one that is remote mounted on inside fenderwell AND is the CCD type (computer controlled dwell) TYPE (Denoted by Black color TFI) NOT the GRAY TFI which is Fords 'Push To Start' TFI Module. I have already been thru that Ford's stupid set-up, whether it is distributor mounted TFI or remote mounted TFI(closed bowl distributor). I have REPLACED the ENTIRE Distributor (the correct one with the correct steel cam gear) to totally rule out any IDM failure (which is closely related to the spout system & controlled by the CCD (black) TFI Module.) The Gray TFI's DO NOT USE THE IDM System (Ignition Diagnostic Module) I have checked & rechecked the wiring system for shorts, loose connectors etc., remember this truck only has 67K actual miles on it. Unfortuneatly I do not have acess to a 'Break-Out-Box' to further investigate the problem. I have cleared the ECM's KAM (keep alive memory, several times) of the ECM & KEEP GETTING the same CODE of 211 (PIP Failure, or Double PIP signal received, shutting down the truck). I am at my witts end. The only thing that I can think of is the actual ECM/PCM is in need of replacement, as it controls the initial timing once it is set correctly by removing the Spout connector & setting it & replacing it. It Should only change the base initial timing by only a few degrees at idle (but remember mine is BOUNCING AT LEAST 8 Degrees whne the spout is replaced. Then it is taken over by the set table inside the ECM by all of the various sensors that OBD-I use. HELP Me if you think you can, as I have NEVER seen this type of Ford Problem, OBD-I or Even with an OBD-II for that matter. FYI, the MIL (Check Engine light, NEVER COMES ON) and it is NOT in the 'LIMP HOME MODE' (code 998 I think) ANY IDEAS??? Sincerely Tony
