1996 Ford Contour I believe I have some electrical problems

Electrical problem
1996 Ford Contour 4 cyl Front Wheel Drive Automatic 149,00 miles

My car has some electrical issues. The intermittent windshield wipers won't work, but the other settings do. The rear defrost doesn't work. The 12 second time lights don't work when car is running, they stay on. The lights under the dash stay on. What could be the problem.
