Engine Performance problem

I have a 5.7 ltr vortex, the auto has issues starting cold. Need to energize the fuel pump several times to get it to start checked the static fuel pump pressure at 56 lPSI. When I enegize the pump it jumps to 60 and then kicks back to 56 psi. With the engine running fuel line pressure is 50psi, accelerate and climbs to 60.. Shut down holds pressure for 30 min and then falls off. What should the static pressure be.. Have several manuals which only provide test proceedure but do not confirm static pressure specs. Thanks
