Electrical problem
1996 Cadillac El Dorado V8 Two Wheel Drive Automatic

I have a problem on my 1996 Cadillac Eldorado. It shows a message that reads "Starting disable due to theft system please remove keys and wait 3 minutes." I waited for 3 minutes and the message keeps popping up with the same same reading. What should I do to solve this problem? Please let me know if you have any Idea. Or maybe if I need to rest the fuses. If so how can I found the fuses box on that car??
