Engine Cooling problem
1996 Cadillac El Dorado V8 Two Wheel Drive Automatic 40000 miles

The radiator cooling fans on my fathers car never turn on.I tried turning on the A.C. and still neither fan turns on.All fuses OK.I tested all relays near fuse box energized and deenergized and all contact resistance readings were good.
Is there any thing common that could cause both fans not to work?
Could you tell me how to locate the fan relays and the temperature sensor that controls fans?
please give me advise on troubleshooting this problem. thanks,Ron
