Engine Cooling problem

Hi,
The temp gauge in my car reads faulty and the dealership and my mechanic told me that I need to replace the whole cluster. I have wondered a few times if the car is overheating because even after driving the car for a few miles the engine gets really hot and takes a while to cool down.
The temp.gauge reads improperly as when the engine off it sometimes start from mid bar, 1/4 or 3/4 depends on the day. So I don't really know if the car is overheating or not.
The dealership and my mechanic looked at it and told me that is not overheating and it is just the temp.gauge reading faulty. But it still feels too hot with no apparent reason. Weather has been cold but engine takes a good hour or so to cold down after driving for just 25 minutes in-city. As part of their work they replaced the fan and I had two flushes and a change in the valve cover gasket.
Both mechanic and dealership don't recommended any other work on the car after their respectives inspections.
Any help is greatly appreciated.
