Air Conditioning problem

My compresser goes on for one to two seconds and shuts of for 35 to 45 seconds. This happens continually weither the car is travling 65 mph down the highway or ideling in the drive way. Over rode the presser switch same problem. I installed new not rebuilt compresser with clutch, new recever, and new belt. I filled the system with new 134a to specs, new belt and checked for leaks. There were no leaks. The car never gets cold. Now what should I do?
