Shakes or Wobbles problem

i've been driving my BMW and have noticed that while breaking the steering wheel wobbles. i had the car balanced and the problem continued.

Also, i have tried pushing the car while it is stopped when it is in neutral and it feels like it reaches a certain point and then gets stuck and rolls back. While driving at a slow speed it feels like there is rubbing.

are all of these problems related to the rotors? what could it be?

It is the front brake rotors, they are warped and will require replacement. Look at the online parts suppliers for BMW parts and expect to spend about $35 per rotor.
