Electrical problem

my alternator charges sometimes only on high rpm, sometimes, it charges all the time, sometime nothing.
Also the same belt is connected to the powes steering pump as well, and my steering gets togh as well, when there is no charge. The v belt is tight as hell, and when the car is running, ieverything is spinning normal. I dunno what the problem is
It's a 1993 audi s4, 2.2 liter in line 5 cylinder engine.
