Air Conditioning problem
1992 Buick Roadmaster V8 Front Wheel Drive Automatic

i have a 1992 buick roadmaster and my air conditioner acts up. my blower stays on constantly even when i turn the air off. it blows from the bottom vent when it is turned off. it also blows one speed and i cant adjust it. i changed the control panel w/ a used one, but it continued to do the same thing. i thought how odd that was for it to be doing the same thing even w/ a different panel used or not. i need help because its been too long.
