Engine Performance problem

When coming to a stop or at very low speeds the car will turn off, but will restart easily. While driving at hight speeds the car will do what I'd call a hick-up (not back fire). After cleaning around the carburator area the engine shut off and I noticed a noise coming from the Idle control vavle. Could this be the cause of the car turning off? I took the control valve off and cleaned it, but still the noise persist after the car turns off and the car continues to shut off as before. I recently changed the plugs (which needed it) and was considereing changing the wires, but don't think the wires are the reason for the car shuting off as it has.
