Tires and Wheels problem

Is there a special tool needed to remove the tire? I removed the lug bolts ,but the tire wont budge. It appears to have a lock ring at the center of the rim.
If you have removed the lugs and cannot get the wheel loose, you will need to beat the damn thing with a dead blow hammer to get it off. There is electrolysis between the steel hub and the aluminum alloy wheel and it makes getting wheels that have not been off in a while, or ones that have not been lubed with anti-seize difficult to remove.
