1995 Toyota 4Runner How to remove and replace the Catalytic

Engine Performance problem
1995 Toyota 4Runner 6 cyl Four Wheel Drive Automatic 185000 miles

I went to remove my Catalytic Converter and it looks like the two rear bolts and nuts are welded on. The front bolts broke free and are fine.

Is this possible and / or normal?

Could it be from rust and corrosion making it appear welded?

I bought a manual and it offers no help.
