Electrical problem

For the past few months, whenever I have stopped my car and gotten out, I hear an "electrical" noise coming from under the hood. The noise can last up to 4-5 seconds.

Also, occasionally (like today), when I come to a stop, the car stalls.

Are the two symptoms related? What will I need to do to keep it going as I only want the car for another couple of months before I want to replace it.
