1995 Mazda 626 4 cyl

I put my car in storage for 18 months and did not do the proper things to the car prior to placing it there. I have now taking it out and everything is fine, except for the the idle. Once started, after 3 minutes it revs from 1800 to 2500 rpms and back down, continuosly. However, once I drive it, as long as I am going over 1800 rpms, it runs fine

The gas is old over a year- could this be the problem. Or is it perhaps a vacuum leak of some sort.
