Electrical problem

dear all
the problem is when I do a signal wether to the right or the left, the RPM & the Km pointers start to play up and down,,,even when I splash water on the glass, the same issue,,,and when I turn the signs to the neutral,,get back to normal,,,could be a battery problem.?

I would check the battery and charging system
also heck and clean all terminals
remove fuse and replace ,clean its connects
