1995 Geo Metro

My car has started to chug badly. It jerks when you start off and while changing gears. It almost seemed like it wasn't getting gas so I changed the fuel filter and that didn't help at all. Then I thought it justed needed a tune up so I changed the spark plugs and that was when I discovered that there was oil in two of my spark plugs. What would cause oil to be in my spark plugs and how would I fix it?
