Engine Mechanical problem

Car idles at normal rpm's when started, but when I accelerate and stop at a red light it idle's too high and I have to put it in neutrul. When in neutrul it stay's at 2000 rpm's and take's about 2 minutes to go back to normal. I'm thinking maybe air intake control or oxygen sensor. The throttle under the hood seems fine but there is a cable wire next to it which has alot of slack in it and when I pulled on it back and forth the engine stalled
