Engine Cooling problem

My cooling fan will not engage until the gauge is near the red, and then only at low speed. The temp sensor, PCM, relay box, fan circuit breaker, cooling fan have all been replaced with no effect. With the a/c on the fan runs at low speed. If I disconnect the temp sensor, the fan runs at high speed and the engine temp holds normal so the fan is capable of running normal. The gas mileage has dropped from 27 to 19 mpg and I think this is because the computer thinks the car is cold all the time and is running rich (or lean if I disconnect the sensor to make the fan run). 3 ford dealers have no idea what is wrong with it. I believe it to be a wiring problem but have no idea where to look. I would really appreciate any help.
