Engine Mechanical problem

hey I Got in my car today and It started just fine but when i reached my destination and turned off the vehicle and tried to start it again about one hour later. but they only thing happening is a ticking noise. The Batterie Meter says Low, but when i got someone to try and boost me, there were no signs of charging. Im thinking it could be a Ground problem but i checked it and it seemed to be fine. I just need to know if this could be a dead batterie or a Starter problem.
