Air Conditioning problem

Every year I have to add freeon to my air conditioner but this year the guage says that it is full but there is no cold air. When I watch the compresser it will try to start for about 1 second or so about every 5 seconds. Any help would be so greatly appreciated. It is hot here in the Ozarks!
