Engine Performance problem

My problem is that whenever I turn on the heater or ac, my cooling fans turn on. They turn on even if I am starting the car first thing in the morning with it 20 degrees outside. Also, the idle speed lopes when the heater is turned on. Once I turn off the heater, the idle speeds evens out and the fans cut off. I do not know where to begin to look for the problem.
