1995 Chevy Camaro V8 Two Wheel Drive Manual 118000 miles

I just bought a 95 Z28 convertible 6 speed. I have two questions. First, there is some kind of speed shift control that will overide me and make me shift to another gear. How do I eliminate this?
Second, the convertible top will not fold all the way down and I can't figure out why. How do I figure out what is wrong with it?
