Heater problem

I have a problem with my electric heater (climmet control) the fan is only blowing out of the front vents and will not blow out of the feet vents or the top of the dash vent that de-mists the front window. It doesent matter what setting you put it on it will only blow from the 3 front vents. Im thinking it might be the motors that open and shut the flaps on the vents in the dash. Can anyone help??
